On behalf of the German-Ukrainian Bureau (DUB) and the Konrad Adenauer Foundation (KAS), we are pleased to invite you to a joint discussion on reforms in Ukraine’s EU accession process.
Date: Friday, 30 January 2026
Time: 08:30–10:00
The registration is obligatory to take part in the event.
The venue will be sent to the participants after confirmation of the registration.
Together with guests from Ukraine, we will exchange views with German counterparts on how Germany’s support for Ukraine on its path toward EU membership should be further shaped, and how key reforms — particularly in the areas of anti-corruption and justice — are directly linked to the country’s security and resilience. In this context, the latest analytical briefing by the DEJURE Foundation on these issues will also be presented.
Welcome remarks:
Thomas Birringer, Head of the Konrad Adenauer Foundation Office in Ukraine
Key inputs and discussion with:
Markiian Halabala, Judge at the High Anti-Corruption Court of Ukraine (HACC)
Olha Kovalska, Deputy Executive Director, DEJURE Foundation
Roland Theis, Member of the Bundestag (CDU/CSU), Committee on European Union Affairs
Robin Wagener, Member of the Bundestag (Alliance 90/The Greens), Foreign Affairs Committee
Moderation:
Mattia Nelles, Executive Director, German-Ukrainian Bureau (DUB)
Background
Following a corruption scandal last year, President Volodymyr Zelenskyy carried out a comprehensive government reshuffle affecting several key ministries. The immediate trigger was a series of investigations conducted by the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialised Anti-Corruption Prosecutor’s Office (SAPO) into senior officials allegedly linked to corruption networks (the so-called “Mindich-Gate” affair).
Both in Kyiv and among international partners, the reshuffle has been widely interpreted as an attempt to restore political trust, signal renewed commitment to reforms, and meet EU expectations regarding the rule of law and anti-corruption efforts.
This briefing is part of the “Continuing Successful Anti-Corruption (COSAC) Reform Initiative”, funded by the German Federal Foreign Office (AA).
