DUB Hosts Closed Expert Discussion on Newest Corruption investigations in Ukraine

On 7 September, the German-Ukrainian Bureau (DUB) hosted a closed online discussion on the latest developments surrounding Ukraine’s anti-corruption institutions and the evolving political dynamics in Kyiv. The event brought together Ukrainian civil society experts and international stakeholders to provide context to recent high-level corruption investigations and assess their implications for Ukraine’s reform trajectory and EU accession process. The discussion was held under the Chatham House Rule to enable an open and candid exchange.

The discussion addressed the broader significance of ongoing investigations, pressures on the independence and operational capacity of key anti-corruption institutions, upcoming leadership selection processes within SAPO, and challenges facing other elements of Ukraine’s rule-of-law architecture. Participants also examined the current political and governance crisis, including the growing debate around elections and the institutional conditions required for a credible post-war electoral process.

A key focus was how international partners should interpret the current developments. The discussion underlined the importance of distinguishing between the exposure of corruption and the failure of anti-corruption reforms: the capacity of independent institutions to investigate politically connected actors can itself be an important indicator of institutional progress. Continued support for Ukraine should therefore go hand in hand with clear reform conditionality, protection of independent institutions, merit-based appointments, and sustained attention to the requirements of the Fundamentals Cluster in Ukraine’s EU accession process.

The event was organised as part of the Continuing Successful Anti-Corruption (COSAC) Reform Initiative, supported by the German Federal Foreign Office and implemented by DUB.
