The German-Ukrainian Bureau (DUB), together with its partners, took part in the OECD Global Anti-Corruption & Integrity Forum 2026 in Paris as part of the ongoing COSAC Reforms Initiative.

A key focus of the discussions was Ukraine’s continued progress towards joining the OECD Anti-Bribery Convention, marking an important step in aligning with international anti-corruption standards. While Ukraine remains committed to deeper integration with the OECD, further reforms and sustained economic recovery will be essential to advance this process.

The DUB delegation, represented by CEO Mattia Nelles, in cooperation with the DeJuRe Foundation represented by Deputy Director Olha Kovalska, participated in the official programme, including sessions dedicated to Ukraine. The visit also included a series of high-level bilateral meetings with representatives of the OECD, the French Ministry for Europe and Foreign Affairs, and the Ministry of Economy and Finance.

In addition, exchanges were held with key Ukrainian anti-corruption institutions, including NABU and SAP, as well as with representatives of the EU Anti-Corruption Initiative and civil society. Discussions focused on Ukraine’s EU accession trajectory and the current state of rule-of-law reforms.

While strong political commitment to EU accession remains evident, partners noted that progress in implementing agreed priorities—particularly under the Kos–Kachka Plan (December 2025)—has been limited. At the same time, Ukraine continues to be recognised internationally for building a robust system of independent anti-corruption institutions over the past decade.

The discussions underscored that while Ukraine’s reform track record is significant, the next phase will require consistent delivery on rule-of-law-related commitments.

This visit is part of the “Continuing Successful Anti-Corruption (COSAC) Reform Initiative”, funded by the German Federal Foreign Office (AA).
